La República Oriental del Uruguay es un Estado unitario democrático y descentralizado, de carácter presidencialista. Según un informe publicado por la revista británica The Economist, Uruguay es considerado el país más plenamente democrático de Sudamérica, ubicado en el puesto 15 sobre un total de 167 naciones, siendo el más democrático de Latinoamérica. Además, es el segundo país de América (por detrás de Canadá y por encima de Estados Unidos) en el índice de percepción de la corrupción elaborado por la organización Transparencia Internacional.
