TL;DR
- BOCALA acknowledges interest from the current administration in historical infrastructure problems, citing the recent award of the Avenida Chile project as hopeful.
- Despite progress on major works, there are perceived failures in 'microgestion,' affecting daily order and coexistence.
- Misuse of public space by businesses, appropriating sidewalks and parking for commercial expansion, is a major concern.
- The homeless situation requires comprehensive, sustained attention rather than temporary operational fixes.
- Tourist 'chivas' cause disorder with loud music and illegal routes, disrupting the residential area.
- There is a call for constant traffic agent presence to manage traffic, penalize violations, and foster a culture of respect for rules.
- The completion of the coastal protection project is highlighted as the most significant wish, vital for future security.
- BOCALA believes Cartagena can improve by focusing on details, order, institutional presence, and management close to the neighborhoods' daily reality.
