TL;DR
- The Nelson Mandela Hospital in Cartagena missed its second scheduled inauguration date on November 28.
- Outstanding tasks include electrical energization by Afinia, equipment installation, and final civil works such as painting and facade completion.
- The contract has been extended by one month, until December 28, with project execution now over 90% complete.
- The hospital is part of Compromiso Colombia's initiative to address 'white elephants' or unfinished public works.
- The project originated from a 2014 initiative to intervene in 39 medical centers, but funding issues led to its paralysis until construction restarted in 2023.
- The current administration received the project at 20% completion, with funding from subsequent administrations totaling around $30 billion COP.
- The four-story hospital will offer services including emergencies, outpatient consultations, general medicine, dentistry, and diagnostic imaging.
- The Canapote hospital also remains unfinished, awaiting energization.
- Both projects highlight issues of poor public infrastructure planning, leading to duplicated costs and delayed essential services for citizens.
