El gobierno de Dumek Turbay seleccionó al Consorcio Protección Cartagena para mitigar las inundaciones en Bocagrande y Castillogrande, por $164.863 millones. Ese privado se ganó la obra por selección abreviada, tras un primer intento de contratación por licitación pública que terminó desierto, porque ninguno de los tres oferentes cumplió con todos los requisitos establecidos en los pliegos.
