Este 2025, con la aprobación del Concejo Distrital para incluir la construcción del nuevo Centro de Bienestar Animal en el capítulo de regalías del Plan de Desarrollo 2024-2027, Cartagena inició el camino para saldar una deuda que tenía desde hace varios años.
